HRIMS
HRIMS is, at present, the standard HR tool for Government. This system has been in use since 1996,
and is installed on-line in almost all Ministries. It was written in-house by MITTS (Malta Information
Technology and Training Services) Ltd.
Over one hundred and fifty users operate the various modules of this system
in several HR (Human Resource) Branches, and new sites and users are added regularly. This system's
constant development and implementation is the responsibility of the
HR Systems & Data Management Department within the Management and Personnel Office.
All Ministries now have a standard HR tool that can cater for most of their everyday needs.
This system was also instrumental in distributing standard modules for Vacation Leave, Sick Leave and Absences
across Government. This system also includes an exhaustive set of pre-defined reports that are both meaningful
and simple to use. HR Branches are now armed with a powerful reporting tool that enables them to cater for most
of their sundry reporting requirements.
The Workforce Planning and Analysis Branch within this Department keeps records of all categories
of employees in the Public Service. Updates are passed daily between line departments and this Branch following
a data transfer process.
Though HRIMS was introduced in 1996 as a 'prototype', it has continued to serve its purpose well for
many years. However, the need for a HRIMS replacement is now being felt with the increasing demand
for an improved and more powerful system capable of handling our increasing requirements.
Our strategy is to integrate with Payroll the HR functions currently available
through HRIMS in one system, thus achieving advantages such as significant savings in data entry,
as the two functions would be captured in one single database.
