Classification & Regrading Agreements for Employees in the Maltese Public Service
During 1988-1989, one of the major objectives of the Public Service Reform Commission (PSRC) was 'to examine the organisation of
the Public Service, and to recommend means by which the Service can efficiently respond to the changing needs for effective government'. There
was also the need for an exercise to create a new structure of Public Service grades and salaries. At the time, there were more than 500 grades and
around 86 different salary scales.
The Management and Personnel Office (MPO) was responsible for implementing the Public Service Reform Commission's (PSRC) recommendations.
In carrying out this exercise, MPO entered into negotiations with trade unions representing Public Service employees and introduced:

a new salary structure consisting of twenty pay scales for the Public Service;

the classification of employees into a number of classes which constitute a career stream;

a review of salary and wage relativities on the basis of job evaluation and;
-
the establishment of recruitment requirements for each grade, and career progression within each class;
Another important part of the exercise was the introduction of the principle of promotion by selection on the
basis of merit. Existing methods for recruitment and promotion founded on the principle of promotion on the basis of seniority had become outmoded and
non-conducive to good management.
Public Service employees are grouped in structures within classes. Below are some of the principal categories:-

Each Agreement with the Unions includes:

a salary structure for the relevant class;
-
entry requirements for each grade;
-
career progression;
-
additional benefits/allowances;
-
other arrangements for serving officers on date of signing of the Agreement.
